Question 1

Why are teams looking for Terraform Cloud alternatives?

Accepted Answer

Resource-based pricing that scales with infrastructure size, removal of native cost estimation from all tiers, limited AI capabilities, and Sentinel policy language lock-in are the most common reasons. Teams managing 5,000+ resources often find costs exceeding $2,000/month for Terraform Cloud Standard alone.

Question 2

Can I use Terraform Cloud alternatives without migrating state?

Accepted Answer

Yes. Tools like Terracotta AI and Atlantis work alongside your existing state backend and do not require state migration. Spacelift and env0 offer managed state but also support external backends. The migration path depends on whether you need execution replacement or analysis augmentation.
